Ayushman Bharat Yojana (National Health Protection Mission), which was mentioned by Finance Minister Arun Jaitley in his 2018 Union Budget, has been officially announced on April 14 on the occasion of Ambedkar Jayanti. Also casually being called ModiCare, this is a health scheme that will provide medical care to over 10 crore financially-poor families in India. What is PM Ayushman Bharat Yojana?

Ayushman Bharat Program was originally announced as a new health scheme during the Budget 2018-19. The scheme has two major health initiatives aimed at improving the quality of health and life for people in India. The scheme got its cabinet approval on 21st March 2018 and was officially unveiled on 14th April 2018 by Mr. Narendra Modi. The first wellness center was also established during the launch in Bijapur district of Chhattisgarh.

In addition to providing a medical and hospitalization cover to more than 10 crore poor families in India, the program includes the establishment of 1.5 lakh health and wellness centers throughout the country. It is expected to benefit over 50 crore people in the coming years.


Health is one of the basic requirements of human beings. India is one of the lowest performing countries in terms of health statistics and facilities for general people. The major issue is of quality healthcare at low cost, especially for poor families in the country. The government keeps introducing several schemes and programs to ensure better healthcare but to no avail. However, the recently launched Ayushman Bharat Yojana aims to deal with these issues by providing top-quality healthcare to poor and vulnerable families in India at no added cost.

The first session of Ayushman Bharat Scheme will be conducted from 2018 to 2022. The Union Ministry has already approved a fund of Rs.1200 crore for the project. Upon successful completion of the first session, it may be expanded further.


The Union Ministry has allocated Rs.1200 crore in the budget to Ayushman Bharat health programme.


The most notable features of Ayushman Bharat Yojana include:

  • Free Health Insurance Cover of Rs. 5 lakh
  • Health coverage to around 10 crores (100 million) poor and vulnerable families (roughly 50 crore people)
  • Insurance premium along with all other project costs will be borne by the Central and State Governments
  • 1.5 lakh health centers, one for every major panchayat
  • Free health checkups along with treatments for diseases, Ayurvedic and other medicines, Yunani, natural, Yoga and other popular treatments
  • No limit criteria on age or number of family members for availing the insurance benefits
  • State governments will be responsible to process the scheme
  • The scheme will effectively replace ‘Rastriya Swasthya Beema Yojna’ and Senior Citizen Insurance Scheme
  • Will provide protection against existing diseases as well
  • Totally cashless scheme

Two Major Health Initiatives under Ayushman Bharat Yojana

As we mentioned above, Ayushman Bharat for a new India -2022 includes two major health initiatives – Health and Wellness Centers and National Health Protection Scheme – both aimed at eliminating health-related problems of poor people.

Health and Wellness Centers – Under the scheme, around 1.5 lakh sub-centres, and primary health centers at all the major Panchayats in India will be developed into proper ‘health and wellness centers’ for providing efficient health services to people close to their homes. These centers will provide complete health care, along with treatments for non-communicable diseases and other child and maternal issues. In addition, free essential drugs and medical checkup services will be provided to people in need.

National Health Protection Scheme: As a part of the health protection program, the government will provide a health insurance cover of up to Rs.5 lakh per year to over 10 crore poor families, which will cover over 50 crore beneficiaries. The scheme will provide free secondary and tertiary care and hospitalization to all the beneficiaries.

As noted by the PM during the launch, Ayushman Bharat Yojana will be the world’s largest government-provided health care programme.

Ayushman Bharat Yojana Eligibility

Ayushman Bharat Yojana was launched to help poor and financially-weak families of India. The actual eligibility for the scheme will be decided after a detailed survey by respective Gram Panchayats. The beneficiary families for Ayushman Bharat Programme will be selected on the basis of seven parameters of the Social-Economic Caste Census 2011 (SECC-2011).

The information regarding eligibility will be collected by proper health officials from respective Gram Panchayats.


Eligible families will have to pay around Rs. 1,000 to Rs. 1,200 every year as premium to avail Ayushman Bharat Yojana.

Since Ayushman Bharat is made of two separate schemes, the registration process is also different for each. As for establishing Health and Wellness Centers, that is government’s responsibility and it will do as per its own schedule. For the National Health Protection Scheme, the offline (form based) registrations will be accepted by respective Gram Panchayats from eligible people in their area.

It is still too soon to predict anything about the future of ‘Ayushman Bharat Yojana’. This is not the first time that the government has launched a nationwide health scheme, however, the success of such a project depends on many factors.
